Governor Mike Pence says the Affordable Care Act is not the solution. Pence made the remarks in a planned speech at the American Enterprise Institute in Washington today.

He again called for the Affordable Care Act to be repealed, saying the program is "terribly flawed" and will only end up costing businesses and families more money.

"It was a government takeover of health care," said Pence, "and the overly regulated, top down, command and control structure of the law will never allow the exchanges to operate freely as they should. And as a result, access will stay the same or get worse as costs go up."

Pence wants to overhaul Indiana's Medicaid program. The proposal would expand coverage for lower-income residents using private insurance.

Pence is seen as a potential, dark horse presidential candidate in 2016.
