- A Kentucky state Senate committee amends a bill that would restore voting rights to most non-violent ex-cons. Senator Rand Paul testified in support of the legislation this afternoon.

The original bill would have automatically restored voting rights to felons after they complete their sentences. That version was already passed by the state House.

But the Senate committee approved an amended version requiring a five-year waiting period to restore those rights.

The new bill now goes to the full Senate for a vote.
