Caution Urged with Rebuilt Cars from Hurricane Damaged Areas

The recent hurricanes not only damaged homes and lives, they also damaged vehicles.

Kentucky transportation officials are warning people of the dangers of buying flooded vehicles coming from areas hit by Harvey and Irma.

Kentucky Transportation Cabinet officials warn that some of the hundreds of thousands of cars damaged from recent hurricanes could find their way to the Commonwealth. But there are things buyers can do to protect themselves from buying one of these cars that may break down later.

Department of Vehicle Regulation Commissioner John-Mark Hack says they expect an influx of vehicles being rebuilt in Kentucky that were declared a total loss in states like Florida and Texas.Those title requests tripled after Hurricane Matthew last year.

"Water and electricity don't get along together," says Darrell Harley of Harley's Auto Service. He has seen the visible and invisible damage flood water can do to vehicles.

"Mostly electrical. With the power windows or modules that are under the seats," Harvey says. "Sometimes you get in to the transmission fluids and differential fluids if they've been underwater very long."

Hack says while a vehicle appears to run good at first, there's great potential for damage to mechanical, electrical, and safety components.

"We're telling people to be on the look out for surface rust on the inside panels of the car, water stains, a strong musty order, and obviously do your best to check who you're buying the car from," says Jim Monanteras of Champion Ford Lincoln Inc.

Hack says under Kentucky law, a buyer must have two photos of the vehicle and two damage estimate costs. If damage is less than 75% of retail value, a new title with the phrase rebuilt vehicle is issued to alert consumers of the car's history. Hack also says buyers can protect themselves by getting a vehicle history and having the car inspected before they buy it.
