VCSO: Couple Charged with Neglect

Two people were charged with neglect on Thursday after authorities say they were found unconscious in an alley.

Authorities tell Eyewitness News they arrived at the alley behind 1200 N. Third in Evansville where a male and female where found unconscious. We are told they also observed a stroller with a child inside.

After waking them both up, authorities say that they noticed Kimberly Jarvis had loose, burnt marijuana or synthetic marijuana on her hand. Jarvis was then placed into handcuffs.

The male, Daniel Bridges, was also placed into handcuffs.

While both subjects were being placed into their handcuffs, authorities say they noticed they were sleeping on what appeared to be animal feces. We are told there also appeared to be a dead, decomposed animal next to where they were passed out.

Authorities say the couple's three year old son was found in the stroller sweating profusely and covered in mosquitoes.

AMR was called and the child was evaluated.

Jarvis reportedly told police they had been sleeping outside for about an hour.

We are told they were going to 1215 N. Third.

When asked why they were sleeping outside instead, authorities say they didn't have a good answer except for the fact that they were resting.

Authorities noticed a diaper bag below the stroller and got Jarvis' permission to search the bag.

We are told inside the bag was another bag that contained 2.5 pills that were later identified as Hydrocodone.

Another pill was also found and identified to be Cyclobenzaprine.

Authorities went to 1215 N. Third to speak with Jarvis' step-father who alleged both Jarvis and Bridges were using synthetic cannabinoids and have been found passed out on multiple occasions.

We are told he also mentioned he has had to turn the hose on both of them to wake them up on one occasion.

CPS then arrived and placed the child in the care of Jarvis' step-father.

Jarvis was arrested and charged with:

  1. Possession of Cocaine or Narcotic Drug
  2. Narcotic Legend Drug
  3. Neglect of a Dependent
  4. Public Intoxication

Bridges was also arrested and charged with Neglect of a Dependent.

Both were lodged in the Vanderburgh County Detention Center.
