15 years after a massive state tobacco settlement, a new report says smoking prevention efforts are falling short in most states.

The report, titled, "Broken Promises to Our Children", was released by the Campaign For Tobacco-Free Kids, along with organizations like the American Heart Association and the American Cancer Society's Cancer Action Network.

The report says states will collect $25 billion from tobacco settlements and tobacco taxes, but will spend less than 2% of it on tobacco prevention programs.

Tobacco use is the number one cause of preventable death in the United States and kills more 400-thousand Americans every year.
