The Carmi post office says no more deliveries if people don't keep their dogs on a chain.
Carmi Mayor Jeff Pollard says post office has reported problems since the beginning of summer.
A representative of the post office say safety is a top priority and home owners are responsible for their pets.
Teesha Lewis says the mail carrier wouldn't deliver at her house.
"If she is scared of dogs I would've never had a problem putting them up, never would've had a problem. She should've come to me instead of having me bail my dogs out of the humane society."
Lewis says after installing an electric fence and moving her mailbox to the street she started receiving mail again.
