EPD Identifies Officer Involved in Shooting

Evansville Police have identified the officer involved in an officer-involved shooting Friday night on the city's eastside.
The EPD shares the moments that led up to Officer Ryan Winters firing a shot at 53 year-old Arthur Fingers, Jr.

On April 4, the EPD says an officer tried to pull Fingers over for driving without headlights on. Fingers hit the gas,  beginning a high speed chase across Evansville's east side.
That officer lost sight of Fingers, but moments later another officer, Ryan Winters caught up to him.

Sergeant Jason Cullum says winters identified himself and drew his gun, but fingers did not cooperate and started to walk away then tripped on the curb falling  with his hands under his body.

Cullum says it was that moment that the officer fired the shot.

Officer Winters will be back on duty this week, without the incident captured on his body camera

Winters has been on the force for almost seven years and the department says he is a decorated veteran.
