The proposal would allow major conferences to approve rules without the consent of other division one schools. The US Senate heard testimony earlier this summer on proposals like allowing student-athletes to be paid.
Indiana Senator Joe Donnelly says he thinks it would help students at schools like IU.
"They shouldn't be in the position where if they don't make the starting team then they're gone. Then it's not actually about school is it? It's about athletics only. And, so if you want a student to be a part of your university, then that student should have the opportunity to graduate - and I think that's important."
Thursday's vote is not a done deal. If 125 division one schools sign on to override the measure, the NCAA would put the new rules on hold until a second vote is scheduled.
