The chair will only be used if it's unable to obtain drugs needed for lethal injections. A drug shortage has states like Tennessee worrying they'll run out and be unable to fulfill an inmates' sentence.
The last inmate to be electrocuted in Tennessee was in 2007. The new law is expected to be challenged.
