The United Nations Security Council called an emergency meeting Friday, following the downing of Malaysia Airlines flight 17.
Council members stood for a moment of silence for one minute in honor of the victims.
The US Ambassador to the United Nations, Samantha Power, said the plane was likely downed by a surface-to-air missile, fired by pro-Russian separatists inside Eastern Ukraine.
Power pledged a full investigation and said "the perpetrators must be brought to justice and proclaimed “Russia must end this war."
Power also promised the victims families "we will not rest until we find out what happened.”
298 people died in the crash.
