The Committee for Legislative Reform and Term Limits wants the issue placed on the November ballot.
Committee Director Mark Campbell, says voters can't wait for lawmakers to impose term limits on themselves, and that the people need to decide the debate.
The proposed amendment to the state constitution limits state lawmakers to 8 years in the General Assembly.
It also raises the threshold to override a gubernatorial veto from 3/5ths to 2/3rds and eliminates nearly 20 Senatorial districts.
Today's hearing is being held in Chicago.
