On Wednesday, Indiana granted Ohio Valley Resources an air quality permit.

The one billion dollar nitrogen fertilizer plant will be located north of Rockport near Highway 231.  The plant will bring 12-hundred jobs, 80 of them are full time.

The plant will produce agriculture fertilizer and ammonia for use in coal-fired power plants and factories.
