Vanderburgh County Sheriff's Deputies responded to a hit and run call around 3 o'clock Sunday morning.
"The initial responding deputies located two subjects down on the road way some distance from the AMC," said Lt. Doug Daza of the Vanderburgh County Sheriff's Office.
Witnesses say an altercation escalated from a fist fight between two groups of people, into 24-year-old Jacob Higgins running over two men, dragging one almost a quarter of a mile.
"We don't feel that such an escalation was a justifiable use of force by Mr. Higgins," said Lt. Daza.
Witnesses say a group of men threw rocks at Higgins' Camaro and one person said they saw someone point a gun at Higgins. Although the man carrying the gun was not one of the men allegedly hit by Higgins' vehicle.
"What we have determined so far in this investigation is that he hit them on purpose," said Lt. Daza.
One man was treated and released with minor injuries, but authorities say the man dragged a quarter mile away is now being treated in Indianapolis for road rash that took off a large portion of his skin.
"Is a significant danger as your skin is a protective barrier and the risk of infection is high. It's what kills a lot of burn victims," said Lt. Daza.
A bar fight in the early morning hours ended with one man with serious injuries and another charged serious felonies.
Higgins is charged with attempted murder, criminal recklessness, and hit and run.
