Indiana appeals a ruling that cuts the state's share of tobacco settlement funds next year by nearly half. An arbitration panel decided to reduce the money from $131 million to about $68 million.

The members found the state had failed to do enough to collect funds from cigarette companies that weren't part of the original settlement in 1998. The attorney general's office argues they exceeded their legal authority.

Indiana uses the money for anti-smoking programs and other health care programs.
