An Indiana county facing the spread of Hepatits C sets up a needle exchange program.

State Health Commissioner Jerome Adams, M.D., M.P.H., declares a public health emergency for Fayette County.

This allows the county health department to set up a needle exchange program to help reduce the spread of Hepatitis C.

Senate Enrolled Act 461 made needle exchange programs legal in Indiana for the first time under certain circumstances.
